New Regulation Issued on Cosmetics Testing Institution

On August.11, #NMPA issued "Qualification Accreditation Conditions for Cosmetic Testing Institutions (draft version)" (hereinafter referred to as "#Accreditation Conditions"), asking for public opinion. The Accreditation Conditions proposed extremely high requirements on testing personnel's educational background, working hours, and supporting hardware of institutions.

 

With the influx of a large number of testing institutions in recent years, their capability has a distinct difference. As early as 2019, the NMPA issued the "Testing Specifications of Cosmetics Registration and notification " in order to solve the problem of ignoring post-event supervision in the cosmetics testing industry, and to ensure that the testing for cosmetic registration and notification is open, fair, and scientific. Nowadays, the Accreditation Conditions that support the new CSAR has also been introduced, which shows that #cosmetic testing institutions will usher in standardized and strict supervision.

 

The Accreditation Conditions have clarified the conditions and requirements that cosmetic testing institutions should meet, including organizational structure, management system, testing capability, personnel, facilities and environment, instruments, and equipment. It is intended to ensure the scientific, independence, integrity, and impartiality of cosmetic testing activities. Under the standard guidance and strict supervision of NMPA, as well as the natural adjustment of market supply and demand, cosmetics testing will develop in a more healthy way.
