OCI Sharing: Introduction of EU CosIng, the Cosmetic Ingredients Database

As we know, the cosmetics exported to Europe are filed in the following institutions. First, CosIng (Cosmetics INGredients) is a network database of cosmetic substances and ingredients established by the European Commission, which mainly lists EU cosmetics laws and regulations (EC) No 1223/2009, cosmetics instructions 76/768/EEC, list of common names of cosmetic ingredients (decision (EU) 2019/701) and relevant information of cosmetic substances and ingredients contained in opinions on cosmetic ingredients of Scientific Committee on Consumer Safety (SCCS). In EU member countries, cosmetic enterprises or governmental regulatory authorities can know whether a substance or ingredient is stipulated by laws and regulations in the EU, how and when it is stipulated, what developments and changes of these regulations have taken place over time, and which relevant opinions given by SCCS have affected the laws and regulations by querying CosIng database. Enterprises can easily and roundly obtain the current information of cosmetic ingredients by querying CosIng database, which is conducive to the research and development of new products and the improvement of existing products. The establishment of CosIng database makes EU cosmetics laws and regulations more open and transparent, provides convenient access and inquiry channels for cosmetic industry, saves expenses, and is widely used by enterprises and in industry. The application of CosIng database makes it easier for governmental competent departments to supervise the market, and improves the safety of cosmetic products in the market at the same time.

 

Cosmetics are very important consumer goods in the European market, including makeup, perfume, skin care product, toothpaste, shampoo, soap and other products. The economic gross of European cosmetic industry is about 35 billion euros per year. -Other information about cosmetic ingredients, such as chemical names and internationally recognized names of cosmetics. Enterprises can query cosmetic ingredients through chemical names, INCI names or CAS, ELINCS and EINECS numbers.

The establishment of CosIng database provides convenient access to information for governmental market supervision departments, manufacturers and other interested organizations in EU member countries. The CosIng database is regularly updated to ensure the substance information is correct.

 

It should be noted that the information provided by CosIng database is just for reference with no legal significance. Substances containing INCI names do not represent that they can or are approved to be used in cosmetics, nor can their safety be guaranteed in the use of cosmetics or they conform to the cosmetics laws and regulations of any country. The safety of cosmetic ingredients ultimately needs an overall assessment of the product through the cosmetic safety assessment report.
