In accordance with the "Measures for the Administration of Fertilizer Registration" and other relevant regulations, the matters agreed upon at the sixth meeting of the 10th Fertilizer Registration Review Committee are now announced.
一、Strengthen the review of overseas fertilizer product registration materials
The review committee found that some overseas enterprises are not fertilizer production enterprises and do not meet the qualifications for fertilizer registration applications; the overseas production and sales certification documents submitted by some overseas enterprises are not official documents issued by the fertilizer management agencies of the corresponding countries (regions). The review committee unanimously agreed that it is necessary to further strengthen the review of registration materials for overseas fertilizer products, focusing on the following two aspects:
The first is to focus on reviewing the qualifications of overseas enterprises. According to Article 7 of the "Measures for the Administration of Fertilizer Registration", the subject applying for fertilizer registration is the fertilizer producer. Overseas enterprises should first be legally registered fertilizer production enterprises in the relevant country (region), and the products they apply for registration must have substantial production and sales in that country (region).
The second is to focus on reviewing the information of overseas companies. Strictly follow the requirements of the "Fertilizer Registration Service Guide" and the Minutes of the Third Meeting of the 8th Session of the Communist Party of China to review whether the overseas fertilizer management agency that provides overseas production and sales certificates is an official agency of the relevant country (region); review whether the overseas corporate legal person has legal person qualifications; review whether the impartial materials provided are standardized; review whether the agency agreement can fully act as an agent for overseas companies in fertilizer registration, packaging, imported fertilizer and other businesses within the territory of the People's Republic of China, and assume corresponding legal responsibilities. At the same time, when overseas products apply for renewal registration, they should submit supporting materials such as the annual import declaration form issued by the Customs of the People's Republic of China during the certification period.
二、Strengthen the review of relevant information on field trial reports
Conducting fertilizer field trials is an important means to evaluate whether fertilizer products can increase production, improve quality, and increase efficiency. The review committee unanimously believed that field trial reports and imaging data review should be further standardized and strengthened. Provincial agricultural and rural departments should further strengthen the preliminary review of fertilizer registration, focusing on verifying whether the test unit is a legal entity and whether the test host is qualified; at the same time, organize affiliated soil and fertilizer institutions to conduct technical reviews of field test reports and imaging data, and provide opinions on test design, test data, yield increase effects, etc., as an important reference for provincial preliminary review opinions. Test units and test hosts who issue false field test reports are not allowed to undertake fertilizer registration field tests within three years from the date of issuance of the report, and field test reports issued during this period will not be accepted. The review committee will make public notifications from time to time to the production companies that submitted false information, the test units and test hosts that issued false field test reports, and from time to time.
The matters agreed upon at the sixth meeting of the 10th Fertilizer Registration Review Committee are important measures to improve the fertilizer registration management system. Strengthen the review of overseas fertilizer product registration data, control the quality of imported fertilizers and corporate qualifications from the source, and ensure the order of the domestic market; strengthen the review of field test reports and image data to ensure that fertilizer effect evaluation is true and reliable.
