Cosmetic ingredient safety information submission

1.Regulatory background

According to the "Regulations on the Management of Cosmetics Registration and Filing Materials" issued by the National Medical Products Administration (NMPA) in 2021, "the registrant, filing person or domestic responsible person should fill in the manufacturer information of the ingredients used in the product and upload the ingredient safety information documents issued by the ingredient manufacturers." After the ingredient manufacturer has completed the submission of ingredient safety-related information in accordance with the "Guidelines for Submission of Safety-Related Information on Cosmetic Ingredients", the registrant, filing person or domestic responsible person can fill in the ingredient safety information document related to the ingredient submission code. Regarding the reporting of ingredient safety information, companies can complete relevant compliance work by applying for an ingredient reporting code on the NMPA official platform or preparing Attachment 14 offline.

2. Ingredient submission code and its composition

Fill in the ingredient safety information on the cosmetic ingredient reporting platform, and the platform will automatically generate and distribute the corresponding ingredient reporting code.

3. Applicant for ingredient submission code

Ingredient manufacturers or authorized enterprises apply.

Note: Cosmetic ingredient manufacturers refer to enterprises that are responsible for the safety of ingredients. They can be the actual manufacturing enterprises of ingredients, affiliated enterprises belonging to the same group company as the actual manufacturing enterprises of ingredients, or entrusted enterprises in the commissioned production of ingredients. Only one company can be authorized to use ingredient safety information of the same quality specifications.

4. Ingredient submission application process and cycle

Formal project cycle: It is estimated to take 3-5 working days, which has a lot to do with the length of time the company prepares relevant information and materials.
